The number of persons seeking asylum from non-EU countries in the EU has surged exponentially over the course of the last four years. In 2015-2016 the EU received 2.5 million first-time asylum applications. In 2015, 75% of all asylum applications were registered in only five member states (European Commission, 2016). Responding to the increased pressure placed in certain EU countries, in September 2015 Member States committed to relocating up to 160,000 refugees, later revised to 98,000, from Greece and Italy within two years. However, by September 2017 when the relocation scheme eligibility period came to a close, EU countries had fulfilled less than a third of their asylum relocation targets (Amnesty International, 2017).
