Cieľom tejto výzvy je zlepšiť prevenciu, vyšetrovanie a zmierňovanie dopadov trestnej činnosti vrátane nových, vznikajúcich spôsobov činnosti zločincov (napr. využívanie digitálnych technológií). Základom tohto prístupu je hlbšie pochopenie ľudských a sociálnych aspektov relevantných spoločenských výziev ako je sexuálne zneužívanie detí, násilná radikalizácia, obchodovanie s ľuďmi, dezinformácie a falošné správy, korupcia a počítačová kriminalita. Výskum môže pomôcť pri prenose týchto poznatkov do operatívnych činností policajných orgánov a organizácií občianskej spoločnosti.
